TVA’s Pursuit of Solvency

Logue and MacAvoy (2003) relay many of the financial and operational problems that TVA has faced over the past several years, but it appears that the agency’s greatest single problem is that it does not operate with the accountability of the private sector nor the guarantee of continuation that typically supports purely public agencies in terms of budget.
