Fast-forward to the twenty-first century, however, and one can readily argue that the women's movement of one hundred years ago set the stage for the overwhelming support and presence the California political system now maintains. A 16 page paper examining the evolution of the ballot initiative from a method by which grass root opinion could be translated into law to a tool of wealthy special interest groups with little concern for any outcome aside from supporting their own agendas. Budget by initiative is likely to continue since the Supreme Court refused in 1999 to limit the number of ballot initiatives that can be pursued in any one election. When special interest groups are able to remove more than 100 percent of state funds from the control of the state legislature, the now-crumbling system will be fully disabled and both reason and practicality will dictate redesign.
