This approach supports Baker’s contention that it has now become explicitly clear that state sponsored lotteries are not all positive in terms of societal impacts. Concludes that probably even Baker does not believe some of his contentions that gambling provides some societal benefit when left in the realm of the criminal. Such points, however, provide a degree of entertainment value to his article, a value which is missing in many more fact-filled presentations of this argument. Bibliography lists 4 sources.
