He had hopes that the individual states would make an effort on their own and this would eventually influence the South. After some time this was obviously not to become a reality and he was forced to take a more aggressive action. This action became concrete with the Emancipation Proclamation. Equality for All?: The Failure of the American Revolution to Obtain Equality for Either African Americans or Women
